Summary

v0.4 work (issues #18–#21) was never added to CHANGELOG.md or NOTES.md.

Acceptance criteria

  • Add v0.4.0-dragonfork section to CHANGELOG.md covering:
    • STAP-A IDR detection (#18)
    • WHEP Link header RFC 9429 §4.3 (#19)
    • Multi-IP NAT1To1 (#20)
    • Trickle-ICE WHIP tests + WHIP Link header RFC 9261 §5.2 (#21)
  • Add v0.4 section to NOTES.md covering:
    • ICEServerURIs() design decision (why not expose PublicIP separately)
    • NAT1To1IPs merge strategy and dedup rationale
    • WHIP single-publisher enforcement (409 vs 503 choice)
