Keeps the discoverer pure and ACL logic concentrated in `api/`.\\n\\n#### 4.1.5 First-run setup\\n\\n`GET /api/setup/state` returns `{\\\"needs_setup\\\": true}` iff `SELECT COUNT(*) FROM users == 0`.
